Nominations for Global Fund Communities Delegation Malaria Seat

Nominations from members of the MALARIA community are being sought to join the SUPPORT delegation for the Global Fund Board delegation of Communities Living with HIV, TB and affected by Malaria.
This will be to eventually replace Louis Da Gama who has occupied the malaria seat in the Core delegation for the last 3 years
CLOSING DATE for all nominations is Friday 31st August 2007 at 17h00 GMT
Notification of selection will occur by 14th September 2007
The Communities Delegation's mission is to bring the voices and issues of people living with HIV/AIDS, tuberculosis and affected by malaria to the deliberations of the Global Fund Board and its committees, and through this to ensure greater and sustained impact of the Global Fund at the community level.
The core delegation: Following the 16th GFATM board meeting in November 2007 there will be a vacancy for the malaria seat on the core delegation . The core delegation consists of 10 members from various geographic regions that attend two board meetings annually. The role of the core delegation is to support the Board Member and Alternate Board Member, to bring the issues and concerns of the community living with and affected by HIV, TB and Malaria to the Global Fund process.
The Support Delegation: There are currently 4 vacancies from the Malaria community in the support delegation
The support delegation will be selected through an open and transparent process that will be shared through various list-serves and platforms. The support delegation will consist of people living with HIV, TB and affected by Malaria, and include geographic and gender requirements. The support delegation will work closely with the core delegation, and will primarily work through e-mail and conference calls. The support delegation fulfils a support and advisory role to the core delegation and the Board Member/Alternate Board Member. Appropriate training, information and development on Global Fund issues and structures will be provided to support delegation members during their first year.
One of the four malaria community people selected now into the support group will be choosen to join the Core delegation at the end of November 2007 following the 16th GFATM board meeting based on performance
Criteria for selection:
The delegation member is an individual. However, institutional support is critical to carrying out the duties. The geographic coverage of the delegation member spans numerous countries in specific region(s) and looks at community issues and needs of HIV, TB and malaria. Although no resources are allocated to performing the tasks and functions, it is strongly encouraged that the delegation member has adequate financial and human resources to carry out emailing, internet access, occasional phone calls and printing some documents to review. The selection of the core and support delegation members will consider the following criteria:
- A person withmalaria and/or living in communities affected by malaria with a clear knowledge and understanding of the critical issues impacting malaria at the community level.
- Understanding of the scope of work of the Global Fund and opportunities it presents, particularly as it relates to issues of people living with AIDS affected by TB and malaria in developing countries;
- Email, internet and phone access;
- Ability to work well in written and spoken English (additional languages will be valued);
- Ability and capacity to communicate and network effectively and broadly (must have functioning communication linkages with the malaria community in region or sub-regions);
- Ability to adhere processes that ensure transparency and accountability between the Delegation and communities living with the diseases;
- Diplomatic and strategic political and negotiating skills (working within a 10 member Delegation and between donor, government, NGO, private sector and foundation Delegations);
- Openness, willingness and ability to learn, and to take on issues across constituency groups.
- Assurance regarding availability of between 10 - 15% of working time for Global Fund related duties, if selected.
- Assurance and ability to keep pre-board documents confidential.
- Willingness to adhere to the signed conflict of interest policy of the delegation.
- If previously involved with board meetings as part of the Communities delegation for two years, have had a break from attending meetings for at least two years.
Length of term:
The core delegation member is selected for a 2-year term. Support group members serve for a minimum of one year, before they can serve on the core delegation for two years. It is important to stress that the Board Member and Alternate Board Member positions are nominated from the core and support delegations.
APPLICATION PROCESS ( Please read carefully )
Nominated individuals to the support delegations need to prepare and submit an application (in English) that covers the following:
- Name, contact information, age, organizational affiliation, communities served;
- Short Curriculum Vitae (CV) outlining experience; (maximum 2 pages)
- Short Narrative outlining your understanding of the Fund and vision for its future, your community linkages in terms of relevant experience, and the most significant capabilities you would bring to the Delegation that address the specified criteria (maximum 2 pages).
- A letter of reference or support from your own organization, or closest affiliated organization, agreeing to the additional travel and workload (1 page only).
The CLOSING DATE for nominations is Friday 31st August 2007 (17H00 GMT) .

Please note that only applications from individuals with a clear link to the local community will be considered for the support delegation during this nomination process. A selection committee will decide which 4 candidates will join the Support group of the Delegation.
